Aside from making sure that you are turning the pedal in the correct dire ction to loosen it I found that using the "PB BLASTER" brand of penetrant is one of the best ways to free a frozen threaded connection. I don't know what is in this brand that is not in brands such as "Liquid Wrench" or "WD-40" but it works much better for freeing parts and is now the only brand I buy. PB Blaster is available in many Auto parts stores as well as hardware stores. On the can is a phone # for the Blaster Co in Cleveland OH 800 858 6605. You might try calling them to find out who carries it in your area. Also another Idea is to put the frozen part in your oven at 300 degrees or so (Make sure that the parts are metal and doesn't contain any plastic or rubber parts) then take it outside and apply the PB Blaster penetrant then give it another try.
