I'm not a De Rosa expert, but I'd hazard a guess that this is a mid 70s frame. The braze-on front derailleur tab, water bottle bolts, nutted brakes and BB top cable guides all suggest this to me, along with the lack of any De Rosa symbol or words on the fork crown. I don't know when braze on front derailleurs came out, but I don't think a 60s frame would have had that feature. By the late 70s I would expect recessed brakes and water bottle bosses with nuts, rather than bolts. But perhaps I'm all wrong and someone more expert than me will set us both straight.

I don't think it is De Rosa's eighth frame, even if there is an 8 on it somewhere.
