Nothing that difficult...

In this case they are using a small diameter seat stay (1/2" or 12 mm?) so there is room to miter the seat stay tops to the underside of the seat post binder.

You see other builders (Cinelli, etc.) accomplish this approximate look with a plug in cap, that is made/formed cast, to allow everything to squeeze in the space available. There are many nuanced variations on this theme....

Something about the way the seat stays join really appeals to my eye's ... I know cinelli's had a similar fitting but with a wider bolt?? ?
