that happened to a gazelle i had shipped for my girlfriend. the seller shipped it with no wheels attached in the dropout but the rear der. was still attached. i guess the der. had enough leverage to bend the dropout.
on her frame the damage was much less, it was barely bent enough to keep the wheel from sliding in. i bent the hanger back where it needed to be. then i tried using some things to bend the dropout slot enough so that i could get the wheel in. it didn't happen. i used a file to open the slot enough to get the wheel to slide in.
in your case...i would take that to a framebuilder to see what he can do. it will be very tough to bend.
