I do it exactly as Drew described, I even go so far as using masking tape to secure the brake bands in their proper location prior to removing the levers. After wrapping, it is easy to install the levers over the bar wrap. By not having to wrap around or over the levers, it really saves on the tape. Of course if you are using levers without rubber hoods, you may have to resort to a different technique.
Tressostar is my favorite cloth wrap. I like its thickness and durability, and it doesn't get fuzzy like the Cateye stuff can. I start from the ends and wrap up to the center, wrapping clockwise on the right side and counter-clockwise on the left. Wrapping in this manner make the final wrap come over the bar from the back, I then cut the end so it is on the underside of the bar, facing away from the wind. Hiding the ends in this manner makes using electrical tape or other trim tape unnecessary.
