Kerry:
Don't be preoccupied with "art-speak" lingo such as restore, etc., when repairing your bike.
Decide what the bike is worth to you, taking the "market' value into account only if that's important to you. Also decide whether you plan to ride the bike once repaired.
The final appearance and costs of repair are a personal decision.
As others have correctly pointed out this is not a "rare" or very expensive bike, but you can repair it to your own standards.
Doing the work yourself will save money, if you are capable of it-I can recommend very reasonable and competent artisans (off list) if you cannot do the work yourself.
Often bikes are inadequately repaired, not because of any great love of "originality," but because an inordinate fear of falsehood.
