[CR]The Mythical 'Reynolds 531 Plain Gauge Throughout' Decal ??

Is this an instance of this decal ?? I've never seen that decal live, and this ~1968 bike has a number of rather interesting features.

Carlton often would use a higher-end decal and paint black paint over stuff that did not apply (i've seen it at least 3 times before ...)
