Unfortunately, it's not all there. Unless I am badly misunderstanding him, Charles has a later version (ca. 1980) that is designed to hang from a Campagnolo-style dropout. The variant is seen here: http://www.wooljersey.com/gallery/broderir/Catalogs-Posters/Huret/1979-05- B.jpg.html where the adjusting screw and upper tang are visible. This is the only picture of this I can see; I have found no exploded diagram in that scanned collection that shows this assembly. However, I do have, here in the shop, an actual Jubilee derailleur that has that actual assembly. (I will provide photos if anyone would like them.)

In this case, the simplest solution is best. The "locknut" is no solution at all. Depending on which side of that plastic claw it is mounted, it will negate the function of either the upper tang or lower stop screw (unless you can find a M10 x 1mm nut that is also 1mm thick, and a cone wrench to fit it.) Without both of those working, the claw is useless. Kevin's set-screw solution is irreversibly damaging, but at least retains the function of the plastic claw. My solution of using some sort of threadlocker is simple, reversible, and effective.
