As a simple double chainring 54 x 40 is not too odd at all... the same basic difference as the 53 x 39 standard used on modern road cranks. And with vintage freewheels having 13 to 14 teeth for the small cog, this would translate to similar gearing as with a 12 tooth small cog on a modern road bike cassette.
