That's what I wanted to suggest at first, but I have a bike I put Esge fenders on and I still haven't cut the stays and they didn't even come with the plastic caps. I guess we always think we might want to use the fenders on a different bike and don't want to cut the stays too short.

As you say, those plastic caps are not very secure unless you glue them on. Another suggestion would be the heat shrink tubing you can buy at electronics and auto parts stores. It even comes in various colours.
