The german Victoria bikes were made in Nürnberg, on of the two centers of the german bike industry until the 70ies, such like Express, Hercules, Mars and others. The brand was later owned by Hercules, also of Nürnberg. They made some nice racebikes in the 50ies but I have never heard of a Tisuna Model. Pictures may help here. BTW: the other big center for bike factories was Bielefeld they had Rabeneick, Goebel, Meister, Rixe and others as well.
