This is how I changed the pads. Thanks to everyone's advice. Please use good judgment to not hurt your hands! Took less than 30 minutes.

The pads were old and would not budge in the holders. I used a combo of a larger wire cutter and utility knife to cut away most of the pad that still extended beyond the holder, to reduce the amount of material left. FYI, it breaks a bit like cork, crumbly. Sean's advice of clamping the rubber probably is good, but it did not work for me, and the rubber would just crack if I tightened too much on it.

I then used a 1/4 inch or so drill bit to drill a number of holes in the remaining pad. I used the wire cutters to cut out the bulk of the center. And the remaining pad came out with relative ease using a small screw driver.

The replacement pads went in with relative ease. One I was able to push in with the pad vertical on a table, and my palm pushing the holder down. I had to hold the metal insert (for the fastening bolt and wire pull) with a finger. And I carved a slight bevel into the pad on the leading edge to assure it did not hang on the metal insert.

The second pad was more stubborn, and I used a woodworking vice to push it in, rather than the table and my palm. A small piece of wood protected the holder, and the pad slid in with relative ease.

Not a scratch to the holder!
