I think these were part of a Federal "safety" regulation like the mandatory reflectors attached to the spokes and mounted under the saddle. First thing to be removed upon leaving the bike shop,unless your Dad was a geek. Art Link,San Antonio,TX,USA -where Colt .45 holsters are optional safety equipment if you have a "carry permit".
