Thanks for all the suggestions on trying different 27" tires to fit on 70s Weinmann rims. The rims were Non-Hooked, so I guess they made them in a slightly larger diameter to prevent tires from blowing off them. Anyway, I tried IRC, Kenda and Conti tires and they were all too tight.

The PANARACER PASELA Tire was flexible enough to barely fit on the rims. Looks like a good quality tire, too and retails for less than 25.00 each.
