No answer for you, but, I saw a really nice elvish mixte (mixtoid?) on the streets in Paris and wondered about the brand as well:

better graphics than the ebay bike I think and no evidence of a made by peugeot sticker that lurked on a bunch of other odd branded city bike in paris, like this spectacularly logo'd, but unsubtly peugeot'd Helium, :
