Good catch; looking at the close-up, I see in addition to the paint cracks a crack at the adjuster bolt hole. A quick 'n' dirty fix for this would be to fill the hole with brass, which could be done with minimal paint damage elsewhere. But given the character of this frame, a replacement and repaint would certainly be suitable.
