Hmmm. That is definitely a slightly fudged up BB shell. One wonders what caused someone to take those threads out to Italian...
Yes, you absolutely must be concerned with chain line. In your position, I would not try to use a Campag bbkt, because you would need to add spacers to the cups to achieve that correct chain line.? With the shaved away BB shell faces, it would be better to use a Phil BBkt, then that reduced dimension will not matter. Certainly Phil bbs are appropriate, as that was a popular upgrade in-the-day.
None of the above should affect the front derailleur clearance.

I plan on restoring the Mercian to a similar-to-original condition. I would still like to ride the bike, so I am avoiding NOS parts, although I might send it back to the Mercian shop for a respray.
