Another possibility is that your Taylor was intended to use with a rear derailleur for track dropouts (see eBay item below) and that it was intended to use with a front derailleur intended or made to fit a curved seat tube

My '84 Jack Taylor Curved Tube fixed gear has cable guides underneath the bottom bracket shell. Aside from that there are no other fixins for it to be a geared bike (It has track dropouts). It is drilled for brakes and has eyelets for fenders... But all the original components it was built with were track...? I dunno...Anyone?
