I have actually sold that frame to him. Only thing I can tell you is that f or as far as I know the paint etc is original. Picked up the bike in Belgiu m and have seen numerous 'strange' Colnago batched frames there.
On the other hand I have also picked up a Colnago road bike once with a pan tho seatpost with the weird looking logo that's engraved in the track fork.
The track frame has very 'skinny' rear dropouts and not the normal chunky C ampagnolo ones.
