IMHO, when you finally do get to the wrench-on-the-flats point, applyin g the pressure with a sharp rap can help break threads loose without deform ing them (making sure you're turning in the right direction helps too, wi th pedals). My experience with spark plugs in engine heads is that slowly applying the pressure can deform the threads, stripping them out, but t hat if you can sort of "bunt" the wrench with a carefully modulated fist or mallet, it'll pop loose. I had always heard that heat worked wonders, and recently learned that it really does work, if you can get the right part to expand. So, for pedals you're wanting the crank to expand, the pedal axle not. Wrap the part you don't want to heat with a cold wet rag , maybe.
