Dear Marty,

Try a regular nipple turned upside down. You can then use the flats to turn the thing from above. There are a variety of modern spoke wrenches that are designed to grip a hidden nipple inside an aero rim.

There may be modern versions of this type of nipple without the slot in the head. It probably won't matter much if you just use the regular ones. Hopefully the bottom of the rim has a rounded profile.

Having to remove the tire in order to true the wheel is obviously a MAJOR PITA, and that is with a clincher. With tubulars ? - I'd throw those rims away ! Unless it is for display or show, just way too much trouble.
