I'll try not to be dogmatic; that's up to my poodle.
It doesn't matter which direction a cotter goes as long as it fits properly. Raleigh seemed to prefer installing them so the rough nutted end would snag your trousers; having the smoother end up [when the crank arm is forward] works better for me.
In another vein, I've ridden the Jim Holly Griffon [that I bought on ebay recently] several times and it's a wonderful ride; lightweight, excellent handling, taut feel. There's another, a 60cm frame+fork, on ebay that looks nice, Cyclart repaint (? - I think Cyclart painted them all originally). If mine is any example, the buyer will get a top-performing frame with a good paint job - not bad for ebay. Item 180311081204
