yes there are brake levers that fit track bars. I assume you are talking about a bike that is drilled for installation of a brake.

Track bars vary in diameter - just like road bars; so you will need to choose a lever that fits.

You have a choice of a traditional lever that requires (normally) retaping the bars when you want to remove them or you could choose (as I sometimes do) to use an off-topic lever of the kind often seen on off road bikes that clamps on the bars rather that the traditional levers that slide from over the end. The clamp on lever can be installed above the taping so the brakes can be easily removed or installed.
