I actually liked those cheap leg lights quite a lot. I thought they were the best alternative out there at the time if you didn't need light to ride by and wanted just to be visible/legal on the road. You did have to swap out the useless strap/buckle for a velcro pant leg thing though.
Manufacturer? Don't remember, I don't think any was molded in, but they did say "Made in France" on them, at least on all the ones I saw.
