Anthony, That might be the case with isolated frames. But so many bikes from the 1950s, '60s and ealy '70s were built this way that it clearly was an established feature, whose purpose is lost to us now. So many bikes were built this way - including Paramounts and some of the nicer Raleighs - that I would have expected a few to pass through your shop for repair/restoration work.
