I have a (actually at Elliott Bay bicycles to be painted) a 54cm, early 80' s 3Rensho track frame. After stripping the paint it was discovered that the chainstays had rusted. It was recommended by them to fill the pin point ho les with silver solder or replace the chainstays. Anyhow, I'm deciding whet her to go forward or pass the project on to someone else. They did say ther e doesn't appear to be any other rust elsewhere.
I spent $550 on the frame and decals and was only expecting to spend around $400 for the repaint. It now looks it will be between $700 and $1,000 for the paint and bodywork. If someone is interested It could even stay at Elli ott Bay's and continue down the road to restoration there. Those guys do re ally excellent work. I've had one bike painted by them this year and never thought to send this one anywhere else. Also, they have my decals and photo s of the bike pictured at the link below.
The frame has already been sand blasted and awaits paint. I also have an or iginal decal set. Note, the fork is chromed and in good original condition.
The bike originally looked just as the one in the photos here -

I have pictures of the damage to the chainstays if anyone would like to see .
As far as the frame goes, I would be happy to get $400 for the frame and fo rk and I will pay Elliott Bay for the work they've done so far. That would actually only leave the total cost of the restoration to you at about $800 (with the stays replaced and not filled). $600 if you just go with silver s older fill and the repaint.
