Been looking for the article for an hour or so. Posted the request for help. Found it 2 min later. Go figure. It's a pdf on Hadland's site, here:

I converted a frame I made for fixed wheel 650B to use 559 x Sachs Super 7 and a bunch of additional hardware that would have otherwise been unused. It's nice commuter, in the process of getting a porteur rack. Fun, easy, good in all weather and on all surfaces. It will be the jumping off place for building a couple of Clubmen, one with the ASC, one with the FM.

Philosophically period legitimate, if not literally.
