You can't imagine why such a hub was built?
It's only logical when you realize that this hub (the particular one discovered by Aldo Ross IIRC) was originally a track hub!? As it says on the CR page devoted to this rare item (http://www.classicrendezvous.com/Rarest/Hi-Lo_frt.htm):
" The very rare Campagnolo Hi-Lo FRONT hub.
?(The hi lo front hub was originally designed for the velodrome. You just had to
make sure to put the wheel in correctly, Hi side to the track outside-) "
