Swiss BB threading is the same thread diameter and pitch of French, the left cup has right hand threads and the right cup has left hand threads. Think of a an improvement on French (with the LH threads on the Rt side) but even less common.
Perhaps the reversed, from the typical, threading on the bike in question was just a mistake not discovered until after painting. With a full investment and a waiting customer it wouldn't surprise me that it was let out and sold. I wonder if the first owner knew of it.
The second person to teach me frame building said a couple of things that I still remember 29 years later. "The mark of a pro is how he hides his mistakes" and "Show me a perfect body and I will build a perfect bike". Brownie points to who ever can guess who it was that said this.
