Are you sure the notches are actually the removal point...take a very close look...you might see a hidden spline within the smaller diameter.

Many times, even with 5 speed Regina's I've started to use a notched tool...scratch my head at the result...take a closer look only to realize why I

have a Phil Wood Regina tool to begin with...

Double check...
