The lugs are the Carlton "Capella" pattern, so I'm 99 percent sure it's a l ate 50's or early 60's Carlton. I say 99 percent sure, because my wife has a frame made by Kingston (Mike Compton of Rotrax) with bilaminates cut in this style, but my money's on Carlton.
