[CR]Interesting Randonneuse on French eBay - 51cm

Here's a nice touring bike offered on French eBay. Check out the thinned head lugs. Not at all familiar with the maker, Van Schandel of Toulouse(?). I'd pull the trigger, but I am afraid of the shipping costs, issues, etc. Looks like seller has other interesting stuff as well.
