Slipping a ferrule inside the ferrule doesn't do any harm, but there is no benefit, either.
I put ferrules on cable housing ends to prevent the possibility of the cable housing pulling thru the cable stop and compromising the mechanism's action. Annoying when it happens to derailleurs, possibly disastrous when it happens to brakes....!
