[CR]Clear coated chrome, and should I strip it?

Howdy folks.

I just got a frame that is a fair amount rougher than I was expecting, but I suspect I'm stuck with it. It has a chromed right chainstay that appears to be clear coated. The clear cost, assuming that is what it is, is beat and I am pretty sure the chrome would polish up to look much better than it does now. Was it common on Italian frames to clear over the chrome? Seems like it largely defeats the purpose of the chromed chain stay. Are there any slick/ best/ not horrible ways to strip it without riskin the surrounding paint?
