Dear CR listees, Jerry Moos asked about "quality racks and panniers". Bruce Gordon has been known for a long time as one of the top makers of racks and now panniers. I have a set of Bruce Gordon racks and they are first class! Back in the day,one used Robert Beckman panniers with the Bruce Gordon racks.They have gone their separate ways and now Bruce is selling his own line of panniers to work with his rack system. Bruce's racks feature many little extras.They're not inexpensive but top quality seldom is from my experience.Other frame builders on the list also make custom racks.
