Those dropouts look a lot like the ones on my Chemineau. Check out the second page of the Chemineau album on Wool Jersey to see a close-up of it. (link is below)

By the way, today I picked up two more Chemineaus. Both 650B touring types in great condition. Unfortunately they are too small for me to ride. I'll take some pictures soon.
