George, et al, I had an identical incident with a recent Peter Mooney I bought from E-Bay. I took pics and contacted several frame builder buddies and the seller. Matt Assenmacher said he'd fix it for $90 and I have every confidence in him. A couple of other estimates ranged into the lower hundreds. The seller promptly sent me $90 and I left positive feedback even though he should have had a spacer between the dropouts (the rest of the bike was well packed.)
