Those may well be painted. My 1977 Nishiki Landau came with such plastic cable guides. I didn't likr them because they would not hold the cable tight, but allowed it to rotate to the side, leaving scratches on the paint from road dust and grit. I eventually replaced them with the chrome cable clips. In any case, molded plastic guides like that would not work on the Bates cantiflex tubes.
