Paint that likes to fall off is a hallmark of the Waterford-built Herons of the 99-2000 era, at least.

My 99 Heron Road had a seat tube that bubbled badly around the front mech, and it was soft all over. I arrested my silver bike with silver POR15, but it was lousy paint.

My 2000 Heron Touring is somewhat better.
