The single pivot Nuovo Record has sufficient clearance. Whether a 28mm
tire will fit with a fender or not depends on the tire's true size. I
have plenty of room here on the rear and just enough room here with
period Specialized Turbo skinwalls labeled at 700 x 28. This is the

A bike shop in Portland Or is reported to sell bridging hardware and offer explicit instructions to make splitting your fender in 2 parts toward a solution when there is less clearance than you would like.
