Many years ago I remember asking John Sipay from Campy USA about this. He told me to use a Ten-Penny nail as a punch and to simply tap around the hub race from the inside. I've done that and it was not a big job or particularly difficult. You can purchase a small piece of PVC pipe at the hardware store to use as a support for the flange.
You can of course make it a big complicated deal if you want to "overthink" it.
Pressing the cups back in was done with some brass washers and the old axle/cones. The cups were hardened and ground - brass washers won't hurt them in the least.
I never did the deal with heating up the hub shell. Never needed to - I guess it wouldn't hurt to wave a propane torch gently around the shell if you want to do that before you remove/replace.
If you do not have a propane torch - don't sweat it (old plumbers joke . . . groan).
I have a Nouvo Cheapo . . . er, I mean Nouvo Tipo that I have to do soon,
