That's a competition-class frameset in RRA livery. Carlton revived the RRA name their 2nd-from-the-top models in the U.K. in the late 70's. The serial number is 1980. I think those weinmann 605 brakes appeared on the USA competition (and Carlton Pro) in the 77 model year.

Here are the likely parts

Paint: Pearl Green with box pinstriping on downtube Crankset: SR Royal forged Nuovo Record copy, 42/52 Pedals: Atom 700, campy superleggera-class Brakes: Weinmann 605, I'd replace them with Dia Compe Royal Stem: SR Royal, might be branded Raleigh Bars: SR World Champion-class, super light (260 or 290gms) for the era Hubs: Normandy Comp Gears: Suntour Cyclone 1a generation (***)

(***) To my thinking the 1st-a generation cyclone derailleur hanger metal has creases, not a smooth swoop, up to the mounting bolt, I think that suntour made the cyclone heavier later w/o because it was out-selling and embarassing the suntour superbe stuff.

David Cowie is selling the same bike in team-pro livery (NOS) in Oregon for $1800. This instance is in particularly nice condition, and a similarly nice instance (in team-pro livery) sold for $450 a few months ago, a bargain price. If you ever wanted to have it repainted, you could just paint it up as a team pro.

I emailed the seller when he first listed just to say what a nice bike, too bad my garage is full ... he has since dropped the price ...
