My '97 catalog verifies Marten's observation, that the VAR 398 is a moped tool. Looking at the picture, it does look like the part is engraved "VAR" and something like "398", but even in the largest view I can't be certain of the number. The tool looks like a VAR 392C (actually a combination of the 392.1 spanner and the 392.2 puller). That tool is a Campy-type puller. See here:

Still digging through newly discovered VAR catalogs dating back to the 60's .
