I think the concern was more that the edge of the steel clamp being thick and much stiffer and usually not provided with a radius was rough on the bar in fatique loading

Others have been known to end up in chips ;), alumnium in steel will corrode

I don't think the aluminium bar will care if the chrome it is in direct contact with is deposited on the stem or on the bar itself.
