These look like screw-in studs. I would be surprised if the washers needed a non-round hole because it is rather expensive to produce a threaded assembly which stops at a predetermined position.

I would think all you have to do is to unscrew the stud, and fit a large washers with an extra hole at the required radius. Position the hole for the spring at 11:00 or 1:00 and tighten the stud
