Tom,

This looks almost identical to a frame I had a while back. A Mexican based company called Acer-Mex.produced the Windsor line back in the 70s-80s as well as lower end Carabela. The lugs and kickstand mount seem to point to a Carabela although they were also seen on Schwinn Super Le Tours from the 80s. Tubing was most likely hi-ten; but without any markings or a SN, it could be a product of either company in my opinion.
