It's an euphemism for having sex, but it's a bit semi-middle-class, bordering on stupid. Normally used by people who are trying to show how daring they are but without being brave enough to use - er - other, more direct words. I would expect anyone saying that not to have been born in my street, and they would also use words like "Campy" ;-)
