Try Barge rubber cement (in the yellow tube, you should be able to find it at a local hardware store or a shoe repair shop). Apply a thin coat to the foil sticker and a little to the downtube, maybe with a toothpick or a thin wood strip; let the glue set up for about 5 minutes, then press the foil label down. Sometimes when I'm doing this technique I'll also keep the label pressed tight to the frame with a few windings of silicon-backed paper (like from used Avery Label sheets) or even wax paper, and then tape the windings down and allow the glue to dry for a day or two.

I've used this method for several stickers and even a vintage plastic chainstay guard on my '83 Trek 970.
