The Weinmann calipers, 27" wheelset, Huret Allvit derailleur all look original... The Sky Blue enamel, decals and full chrome fork look original but they really could use a restoration. It's missing the wrap-around left shifter band and lever for the front derailleur, and the saddle was apparently replaced.
A similar 1964 Sierra sold for $524 last September. But that one was in near perfect original condition - complete with Lycette leather saddle and Weinmann levers with "red button" quick release.
Actual original weight was listed as 32 pounds in the 1964 dealer catalog and price was $89.95.
I'm no Schwinn expert, but that looks like it would be a worthy project bike. I like the brazed on (welded?) kickstand bracket with fender mounting loop at the chainstay bridge.
