Jamie and all.

My opinion is that a repaint (full or partial - excluding small touch-ups and decal/transfer fixes) constitutes a restoration.

For example, if an original bike was involved in a crash, with follow-up tube or dent repair(s), then repainted, I consider that a restored bike.  This may have applied to at least one bike that you judged at Cirque as original condition.  Know that judging is or can be tough, and it would be nice to see the owner present an honest, stress honest summary sheet of the "show" bike for assisting the judging (e.g., original paint, replaced part(s), etc....).

Have the second Bill Talbot's statement regarding most paint restorations (they look tons better than what would been a factory original paint job), thus are far from the "original" appearance.

For what's it's worth.
